The compendium of the North Arsenal, with its existing infrastructure layout provides a perfect condition and location which has allowed it to adapt effectively to different function requirements both during the various stages of construction of the Mose system and its period of maintenance and supervision. In addition, the location has responded adequately to the general need for maintenance of the structures and tools used throughout the processes to safeguard the Venice lagoon and its environmental recovery.

The physical space of the Venice Arsenal has a significant urban role when compared to the scale of the city of Venice. Consideration about landscape is an overall reflection, concerning anthropic, cultural and symbolic aspects; outdoor and green areas; the connection with the historical buildings and the great infrastructures; the relationship with water and the lagoon. In detail it has to be highlighted the requirement of a masterplan of the outdoor areas and landscape in ordert to give -at different scales- responses in the nature of materials, technological elements, green areas and in all the aspects related to the definition of landscape. It is, therefore, essential a general master plan that considers the whole area taking into account the relationship between the outdoor spaces and the buildings, the public route and the movements, and the morphological aspect of the area and the lagoon, as well as providing the adeguacy of the urban, landscape and historical features.
